Change 6top ID in the Payload IE

Description

Currently it was used the value 0x2 which belongs to the Vendor Specific IE. It should be changed to one of the possible assigned numbers from IANA (from 0x3 to 0xe).

the 6TOP group ID was changed to 0x3.
