encryption keys unitialized, that block the EB transmission

Description

The EB are never generated by the DAGROOT.

IEEE802154_security_isConfigured() always returns FALSE, even if the device is the dagroot.
It prevents the generation of the EB (and the synchronization of the rest of the nodes)
