Implement 6LoWPAN contexts

Description

6LoWPAN (http://tools.ietf.org/html/rfc6282) defines the notion of "context": an agreement between the mote and the LBR on how to compress/decompress some field.

This context can be used to replace a often-used destination IPv6 address by a 1-byte context identifier.

Contexts are currently not used in the OpenWSN code. Adding them will free 15 bytes for payload, when sending data to an Internet host.
