Description

When the destination of IP packet is my neighbor, the node sends the packet to the neighbor directly rather than my parent.
This is to avoid the node goes over the routing down to dagroot and using the source routing to reach the neighbor.

However, if the neighbor is not my parent, then there is not dedicated cell to the neighbor and the minimal cell will be used for transmission.
When this cases happens on a mount of nodes, it result traffic jam on minimal cell.
